Now here I am several hours later. In my case the problem started when I installed Win 7 (x64) on a 3 year old Toshiba laptop. Why the hell MS tech couldn't diagnose such a simple, basic problem and solution when they slaved over it for two days is beyond me. I got nearly crazy (even more than normal) because my laptop was making so much noise while windows was checking updates for hours. The Windows Update Service Could Not Be Stopped All other options were grayed out. I finally walked away to perform some tasks outside the office in between steps.

Then changed setting to "never check for updates" and manual update worked. Deleting the folder as shown worked - 2008 R2 Enterprise Thank You Very Much!

ive attached the two errors I get when starting both services.
