Being able to update the time is a nice feature that I now have because of the input above. Windows 10 Time Keeps Changing Hmm... After I did this, synchronizing with time.nist.gov worked. Only when I set it to +3 it shows same correct hour after sync with time server.

I've been troubleshooting this problem for 2 years and have tried everything; from making registry changes to changing the CMOS battery. I just got a new computer, and am so frustrated with these sorts of Win 10 problems, but am grateful to people helping with solutions like this.
