Looks like it's upscaling to me. On the other hand, decreasing the resolution reduces the load dramatically here (a switch from 1920x1080 to 1366x768 cuts the number of pixels to process byhalf).
Higher texture quality offers more detailed textures, but takes up more video RAM (VRAM) on the graphics card. Perhaps someone prefers the fuzzy look of playing at a non native resolution even though it is "wrong". Another approach is to consult the monitor's supported modes list. To better understand the explanations, the author encourages you to access more than 30 iOS example apps from his website.
While minimizing during the game, DPI could have changed.
