You can try running Chrome in incognito mode, which will disable all extensions, and see if it will restart after closing. Its been doing weird things for a few months, before i reinstalled win 10 it wouldn't even connect without me adding Google servers as a proxy for dns... Haven't really had problems, but may have been set off by a recent MS update. Lastpass Running Windows 8 with latest version of chrome. After a restart it works fine again for one time.
To speed this up, I bought SSD which reduced boot to 25 seconds. There are three chrome instances running in my Windows Task Manager and area all slowly leaking memory. Is this normal ?? Chrome Download Tried all of above.

Killing chrome process from task manager2. I cannot end chrome.exe from the task manager. Uninstalled Chrome, and now it won't even download for a reinstall. Tried Uninstalling and Installing Again.
The thinking behind incognito is that it disables extensions, which could have been the cause. Unchecking "Continue running background apps when Google Chrome is closed" doesn't solve the issue for me. Please note that the option to have processes running in background has been unchecked.
